The first option:
The teacher can talk with the parents of the bully/bullies and maybe you can see what they can do, or tell them what they need to teach him.
The second option:
It needs to talk with the bully/bullies and ask them why they are acting like that cause maybe they aren't doing cause they like it, maybe they dont get attention at home or it's a family problem and teacher may make them comfortable with the teacher.
The third option:
The teacher needs to get the bully/bullies away from the kids they are having trouble with and not try to make them friends cause in any cases that will not work the first time.
These are my ways suggesting the schools how to deal with the bullies!
